1; Yes . The situation which happened for flood in Houston is mainly due to the excessive population density and illegal building construction where politicians have direct involvement in giving permission for it. This construvtion without considering the socio egeogprahic factors results in blockage of several drainage facilities and they even used their fund for other activities instead of urban development. Thus it is a clear case of political malpractice.
