To make that happen, ComTel will need a skilled labor force and is concerned about the availability of employees with needed skills based on the results of its environmental scanning process. That process revealed that:

Most new entrants to the workforce will be people of color (racial and ethnic minorities), but the number of new entrants who are immigrants may drop. Thoroughly and specifically explain how each of those two trends could have an impact on at least two major human resource functions and the HR activities associated with them

With globalisation of the economic environment employee retention and attraction of the best available talent within any industry is a major factor greatly impacting the performance and success of an organisation given the fact that human resource is a major input for most organisations. The quality of Manpower recruited by an organisation greatly decides the subsequent quality of output delivered. Since most organisations are aware of the extensive impact of hiring and retaining the best available talent, they indulge in constantly evolving strategies and tools to achieve this goal in a greatly competitive economic environment. Most strategies formulated with the aim of achieving this goal focus on compensation policies which need to be implemented along with all benefits and perks which need to be offered to ensure retention along with job satisfaction and motivation for the employees. Employment of a diverse workforce largely made possible by great advancement in technology leading to recruitment process crossing all national and international borders and going global. This has resulted in a diverse workforce necessitating affirmative action within the organization. Recruitment and employee performance are the two of the most important HR activities.

With recruitment being the most important human resource function which significant cost implications for an organisation it is essential that the process be strategically planned. An important part of recruitment is the screening of candidates to analyse the skills as well as, the suitability to the job as well as their compatibility with the organisation as a whole. When an organisation undertakes employment of workforce from diverse cultures and backgrounds, it becomes mandatory that ability of that workforce to adapt to their environment within the organisation b accurately verified along with putting in place various rules and procedures within the organisation which support a diverse culture which is essential to control the attrition rate. The Human Resource Department needs to ensure that all legal and federal rules and regulations are adhered to with discrimination being absolutely ruled out. It should verify every individual on the basis of the selection criteria. Due to the number of immigrants reducing and more people of colour being employed affirmative action would become more important with cultural intelligence and adaptability not being a major Focal Point.

The selection criteria would consist of Technical ability, cross cultural Intelligence and adaptability, initiative and self motivation directed that an innovative approach and perseverance of personal goals, experience in the industry and a suitable personality with no history of any negative incidents. Implementation of suitable tests for analysis of range of competencies and skills from basic language skills to high order thinking skills which may be required for the job. Please show whether the candidate is likely to blend within the existing organisational structure and environment without having to undergo stress for adaptation. To ensure that every candidate is adequately acquainted with the Vision and Mission statement of the organisation along with the ethics required to be followed and the candidates themselves share similar vision and ethics. Candidates exhibiting flexibility with a wide range of talent and abilities able to operate within cross functional teams and are multi functional individuals are appreciated. The emotional intelligence and communication skills along with interpersonal skills is another important factor which governs the basic attitude of the person and behaviour at work. Quick thinking and ability to process information and arrive at quick and accurate decisions exhibit ability to handle stressful and crisis situations with quick and effective response and action through implementation of remedial measures. This skill can be a major advantage for any organisation facing crisis situation and is applaudable in every employee. Accurate analysis and selection of employees on a predefined criteria ensures low attrition rates along with long-term retention of employees and subsequent employee satisfaction, as well as, stability for the organisation.

The other important part is to ensure performance from a diverse workforce which is another important function of HR, through motivation, training and ensuring employee satisfaction. In this scenario to ensure retention making an employee feel a part of the organization is very essential as both immigrants, as well as, people of color have an inherent anathema to discrimination and maybe exceptionally sensitive due to past experiences. Discrimination on the basis of religion in the workplace is a problem which is still prevailing largely in many nations. This problem exists not only within the recruitment process but post recruitment treatment of employees belonging to religions that are not mainstream within the organisation and especially when they require a specific dress code. Well it may be difficult for any organisation to accommodate all religious practices and observances within its framework it could definitely take a middle path and ensure that no injustice is meted out to an employee on the basis of religion he practices.

Inability to accommodate diversity within an organisation or support its existence with affirmative action can prove to be a major disadvantage for any organisation. As mentioned above lack of affirmative action can lead to mistrust and disloyalty towards the organisation. It can also cause an organisation to stagnate as impetus provided by encouraging diverse ideas and viewpoints is not available. An organisation which refuses to implement the formative action and utilise diversity misses out on availing of the best of talent available in the world.

An organisation which does not indulge in affirmative action create itself a gap between the various employees resulting in a conflict atmosphere within the organisation leading to its focus shifting to sorting out conflicts within inside of handling conflict outside and focusing on its achievements and goals. The price tag for not helping employees learn to respect and value each other is enormous, this statement means that until and unless every employee learns to co-operate, co-ordinate and communicate with the other employees and values the inputs, and all move together as one whole organisation rather than as individuals the organisation is not set up to achieve goals and sustain itself. We all know that human resource is one of the most important resources for an organisation and not utilising an important advantage of this resource that is its inherent diversity only proves that the management of the organisation lacks vision and is not futuristic and dynamic. As in the current scenario, times have changed and organisations are celebrating diversity not inhibiting it.

The HR team needs to ensure the workforce is provided training to be acquainted with and aligned to the organisations goals for growth and profitability. All employees are encouraged to participate in the model of Management which encourages change and requires each employee to become an agent of change by enabling them to manage as well as, lead change in the workplace. Diversity is celebrated by encouraging different thought processes and patterns within employees and adherence to rules and regulations for thinking and application is discouraged. Every culture has powerful factors intrinsic to it therefore by employing a multicultural workforce the positive value each different culture brings to the table offer an exceptional approach to every situation through different ideas resulting in a multicultural perspective and rare solutions, resulting in unprecedented success. The Company HR should ensure that every level of management develops adequate flexibility in approach to ensure successful implementation of diversity along with affirmative action. To encourage an environment which is inclusive and ensuring equal opportunity as well as absolute comfort and harmony within the workplace. Exemplary application of unity in diversity through maximizing utilisation of a multicultural team bringing their unique skill sets to the organisation thereby creating exceptional value for the organisation. Productivity as well as profitability is substantially enhanced creating a model of Excellence which needs to be imitated across the globe and leads to exceptional gains for all concerned.
