Inbound ACLs:

Inbound access lists are applied to the packets coming into the interface.The router will look at the packet and work top down in the ACL list to see if the packet should be dropped or forwarded. The inbound list is applied before other things happening such as routing descisions, crypto maps and route maps

Outbound ACLs:

Outbound lists are applied to the packets which are leaving the interface. They do not process packets originating on that router.Since the packet is leaving the interface, most other packet functions have already been applied.
