here two forces of same magnitude are acting on the opposite sides of the wheel,hence net force acting is zero

coming to net torque due to these two forces,a couple is constituted

hence torque T = one of the force * perpendicular distance between the forces = F*diameter of the wheel = F*d


so there will be net torque and its direction is perpendicular to the plane containing Forces and wheel
