Staley Milgram is known for studies of obedience in psychology. The experiment focused on the conflict or relationship between obedience to authority and personal conscience. The experiment was designed to investigate whether Germans e obedient to authority figures [or I other words Stanley Milgram was interested in how easily ordinary people could be influenced into committing atrocities therefore it was specific to German, delivering common explanation for Nazi, killing aspects in WWII]?

E: Respect for people's rights and dignity [ individual right to privacy and confidentiality]

In my opinions, there can be certain APA ethical guideline which can be bypassed specially to a variable which is not in our control. But not hurting the participant or let participant go through the torture to prove the objective or study. Any study or research needs to be bring some upliftment on existing study or benefits or positive knowledge. Adding anything negative have implication and might ot support what you aim at.

Personally, I did not anything supportive in Milgram study therefore getting approval would be difficult task because it has failed in major point by using some torture to the participant.
