Final momentum of package = mass*velocity= 15*4.1 = 61.5 kg m/s
Let v is velocity of boat and fisherman after throw.
By momentum conservation 204*v = 61.5

Direction of the boat and fisherman will be opposite to direction of throw, that is boat will move left.
