the magnetic force on moving charge is: F=qv x B, therefore if v vector and B vector are parallel like in our case, their cross product will provide zero force. therefore charge will be at point of 4 cm on y axis after 4 seconds. If force will be along x axis, the force will be to the positive z direction and charge will start moving in circle trajectory.
