I believe the correct options to be:

A) If you look at the lac operon mechanism, it can be seen that a mutation in lacl gene that is responsible for repressing the lac operon would result in its activation which will ultimately lead to use of lactose in any condition.

B) A mutation in CAP binding site in lac operon would result in no binding of polymerase so no matter what the condition is, proteins for lactose metabolim would not be produced so lactose would not be used.
