v = 39.8 km/hr = 11.05 m/s

Assuming speed and acceleration of car is equal to that of cup as it was resing inside the car.

From newton Second law :

F = ma -----------------(1)
Where,
F = frictional force acting on the coffee cup
m = mass of the coffee cup
a = acceleration

as a = v/t = 11.05/3.51

a = 3.14 m/s^2

Therefore, eqn 1 can be rewritten as:

us*N = ma
us*mg = ma
us = a/g
us = 3.14/9.8
us = 0.320

coefficient of static friction between the cup and the dash is 0.320
