A) In order to show the empirical first order rate is 2k1, we need to sum the two partial reactions.
NO2Cl------>NO2 +Cl
NO2Cl+Cl----->NO2+Cl2
_______________________
2NO2Cl----->2NO+ Cl2
So, the resulting reaction is pretty similar to the one with rate k1 if we take out two as common factor
2*(NO2Cl---->NO2+1/2Cl2) is exactly the same reaction as the partial reaction with k1 just multiplied by a 2 factor so the reaction rate for this reaction is equal to 2k1.
