Thermal conductivity is the ability of the material to conduct heat. Solids will have more thermal conductivity than liquids and hence when heat is transferred, solid conduct heat leading to their high temperature.
However the specific heat capacity of water being higher than that of sand, water gets cooled rapidly than sand.
