According to the general rule , the like charges repel and opposite charges attract each other.
The attraction and repulsion forces between the charges particles is directly proportional to the amount of charges present on the ions and inversely proportional to the distance in between them.
So here :
1) Since the all the charges are positive here , the green ring object faces more repulsion from +3 ion , and hence move towards right.
2) Here the green ring object is positively charged , so it gets attracted towards -2 charge , i.e. towards right side.
3) The green ring object gets attracted towards -3 charged ion sice it is more in magnitude, hence the object move towards left.
