K+ + H2O <-----> KOH + H+

CO32- + H2O <----> HCO3- + OH-

The reaction 1 above will produce KOH, which will not remain in this aggregated form, but would rather dissoicate back into K+ and OH-. Thus an aqueous solution of K2CO3 is strongly alkaline.
