Using the Affordable Care Act, you will apply both Chapter 2 and 3 concepts to a real life health policy.

Please fill in the blanks corresponding to the diagram in Exhibit 3.1 on page 86 0f the Longest Text, using very brief, but clear explanations. Use the Kaiser Family Foundation Summary of the Affordable Care Act as your reference to the provision. You will need to look up some history of the issue to be able to answer some of the questions.

The provision we will examine is one that could have enormous impact on a health administrator’s job. Please consider this provision as quoted from the Kaiser Family Foundation Summary document noted above:

“Reduce Medicare payments to certain hospitals for hospital-acquired conditions by 1% (Effective fiscal year 2015)”.

Remember that our goal here, again, is to examine the process of policy making, NOT to focus on the actual ACA provision. Learning about ACA is a side-benefit of the assignment! We will be looking at each aspect of policy making in more detail in future weeks. This assignment is a preview and overview of what is to come.

Following are the two objectives of the Affordable Care Act (ACA)

1) Provide more Americans with health insurance

2) Lower the overall cost of healthcare.

Following are the relevance of stakeholders :

Economic : For the implementation of Affordable Act the surrounding resources has to be very economical. When the cheap medical service is available , when all the resources are economically available. Like Doctor cost , Instruments Cost , Facility cost etc

Demographic : ACA has to be available at least in all districts.Demographic coverage must be there , so that the citizens form all corner of the nations will use these facility.

Technological: For making available services with low cost & within time technology helps a lot .Technology helps to coordinate all the hospitals.

Part 2: Formulation Phase

Describe the problem that precipitated this policy agenda.

Answer :

1) Cost Factor : Its very challenging to provide the medical service at cheaper rate.

2) Availability of Good Resources : To get Resources at low price is challenging.

3) Lack of Capacity : If we consider the rust of citizens , the reality is that governments are having low capacity to accommodate such huge citizens.

Answer :

1) Subsidies for Instruments : Governments helps for purchasing the medical instruments as a subsidy will help to reduce the cost of treatment.

2) Use of Technology : Use of upto date technology helps us to coordinate the resources smoothly at low cost.

Answer :

Political environment plays a critical role in implementation of ACA .

1) Policy Formulation : Policy formulation of ACA is very important & here political parties plays a lead role in implementation.Success is totally dependent on policy formulation

2) Infrastructure support :

To have a successful ACA , We need strong a infrastructure in terms of Instruments , Accessories , Facility , Building etc Here also political parties plays a important role.

Answer :

Health administrator suggest to management for the failure of systems at point to point.

So this failure may be at technology level , may facility level , may be resources level etc.With such feedback this helps for management to reach to the root cause.
