Max Weber illuminates the components of the structure of bureaucracy. First, specific boundaries are established to control authority and assignment of duties. Second, office hierarchy is established granting supervisory rights and responsibilities of upper level offices over lower level ones. Third, operation of the modern office is guided by standards captured in documentation. Fourth, effective management is predicated on thorough and expert training, and requires full devotion of the person charged with the management responsibility. Last, rules which are constant, comprehensive, and understandable direct the office operations. Bureaucratic officials accept obligation for security and pecuniary compensation in return, and are appointed by superior authority. Officials remain in some position for life and typically navigate through increasingly important roles through a career.

Explanation / Answer

I completely agree with Weber’s thoughts regarding bureaucracy. The lower level officers often remain stuck in their lower domains and do not get good opportunities to grow. Their workload keeps on increasing but they do not get good perks and hikes. This acts as a demotivation for the officers and their performance level decreases subsequently. The superior officers need to give challenging projects to the lower officers and give them sufficient hikes and incentives to keep their work morale high. This helps in improving the overall performance of bureaucracy as a whole.

Some layers of hierarchy can also be removed to make the system flatter. This way all the officials can become more responsible and their performance level can also increase. The level of autonomy and empowerment will help in aiding the performance of such bureaucrats and improve the society condition as a whole.
