For the stated the contract arrangement, Being a project manager, my focus should be towards cohesively involving all the suggested personnel such as HIM Director, Admission Business Office, Director Project Manager, Network Administrator, Chief Information Officer, Vendor Representative, and Programmer to develop the robust proejct schedule or gantt chart.

I should involve these personnels to identify the scope of work in the first instance and then developing the robust work breakdown structure (WBS). This WBS is then decompsoed in to manageable activities or tasks to which I can assign resource and estimte time and cost. Once these Task identified I can then sequence then to complete the scope of work before the Decelmber 1. This sequencing is developed using logical relationships within the different tasks. Being a project manager I should make sure that I have enough buffer and float for completing these activities and reducing the bottlenecks within the project delivery.

That's why project gantt charts are developed to help project manager to visualize how the project delivery will look like and evaluate the project progress.

It can be useful to place the chart, or a large version of it, where everyone can see it. This helps to remind people of the objectives and when certain things are going to happen. It is useful if everyone in your enterprise can have a basic level of understanding of what is happening with the project even if they may not be directly involved with it.
