Looking at the comparisons objectively, are we better off repealing and replacing the ACA with the AHCA, or should we make incremental improvements to the ACA? Summarize this research in a 3-5 double spaced page word document. Be sure to format the paper using APA, including a cover page, APA citations/reference page, and section headers. Explanation / Answer

US legislature has two chambers namely house of representatives and senate. For a bill to become law it needs to pass with majority through both chambers. Thus having an idea of how we can make our nation stronger and better which indeed can come from any person is in fact regarded as the foremost step involved in creating a new regulation.

Congress representatives initiate the work to create law which indeed is aimed towards providing a better solution where in fact the legislation can jointly be introduced in both the houses along with other senate members. Furthermore when a bill is introduced senate parliamentarian members would be responsible for deciding about the committee that would review the legislation.

Committee chairman would decide to hold a hearing in order to examine the legislation. Thus after being voted upon favorably by committee the bill is then referred to all the members of senate for vote. Furthermore majority senate leader would be responsible to decide when and kind of vote needed for legislation in the house.

Meanwhile House of Representatives on its’ own would be responsible to introduce and vote on the bill. Parliamentarian member has to assign the legislation to a specific house committee for further deliberation. Furthermore if senate and house bill have minor differences in their respective bills then it needs to be worked out before each chamber approves the final legislative text and send it to President to be signed into law.

President has to decide whether to sign the bill into law or not. If President signs the bill it becomes a law and if he refuses then the bill fails to become a law and the result is called as a veto. However Congress members indeed can try to overrule President’s veto provided both senate and house of representative member votes with at least two-third majority which indeed would help the bill to become a law.

Under Affordable Care Act (ACA) which is also referred as Obamacare there is an individual mandate which indeed requires every US citizen to purchase health insurance and maintain that coverage all through the year. However those with a gap longer than two months would generally be required to pay a tax for being uninsured and won’t be able to get enrolled for new insurance until the next open enrollment period.

Under American Health Care Act (ACHA) which is also known as Trumpcare there is no such individual mandate instead states individually can apply for a waiver which indeed would facilitate them to make their own rules thus helping to encourage people maintain their health insurance coverage year-round.

Furthermore both regulation indeed facilitates with a system where an individual who stays insured without an extended gap in coverage would typically not pay a different price for health insurance based on whether or not that person has a pre-existing condition.
