the critical value is
alpha = 0.05 , we see the value from the z table as

we calculate the z stat as
z = (xbar-mu)/(sd/sqrt(n))
= (510-520)/(70/sqrt(49)) = -1
as the z stat is less than the z critical , hence we fail to reject the null hypothesis and conclude that the prevention plans were not effective in reducing the mean amount of claim
