Ans 1: The PM System will need to do following tasks to specify the evaluation process for for Expat Manager, local managers and the local staff.

(a) Establishment of Key Performance Indicators for all employees, after analyzing relevant standards for the roles.

(b) Setting up goals and targets for period of evaluation.

(c) Communicating the expectations to the employees.

(d) Defining the indicators and method to collect and analyze the performance measures.

(e) Develop a regular reporting system that analyzes data, receives feedback from the employees, policy makers and decision makers. Develop reporting cycle.

(f) Define a decision making process based on the analysis of data to improve policies, programs and outcomes.

(g) Learning from the previous cycle and manage change.

Ans 2: The evaluation will be performed by a centralized PM system after receiving inputs in form of data and feedback from relevant sources and processing them through a pre defined procedure.

Ans 3: Initially, evaluation will be necessary after every fortnight. Once the system sets in, maybe after six months, quarterly evaluation will be OK.
