The quote by Peter Drucker means that there are various ways managers makes it difficult for subordinates to work due to management concept. Manager believes in taking all key decisions themselves due to lack of trust on other people, over emphasis and pressure to do additional work in the same time, calling regular meetings for alignment, not listening to advice from other people, not passing on relevant information to team etc. All these are few cases where management makes it difficult for people to work. So, it is crucial that management has human touch and treat people the way you want to get treated yourself.
