Since the organization has been more of a command and control type it might be difficult to build a team because people are more accustomed to following orders. Below points can be followed to form high performance teams:

For any critical work or cross-departmental or inter-geographical related work, virtual teams can be created. But this can be successful when the first step to forming high performance team is completed. Virtual teams, no doubt, can add a great value to the team formation and to the organization culture.
