1.Twos complement is first right the binary format and then invert 0to1 ,1to 0 and then add 1.
0000 1100 binary format 8bit
1111 0011 invert 0-1,1-0
1111 0100 add 1
Add 1to right most 1+1 is 0 and carry 1,1+0=1,0+1=1
2.to convert a hexa decimal to binary .1means 0001,2means 0010,3 means 0011....4,5,6,7,8,9,A means 10 I.e 1010,B -11-1011,c-12-1100,d..f-15-1111.
So B1 = 1011 0001
3.first convert binary to 2s complement ime in5 bits.
0 1101
1 0010 invert 1-0,0-1
1 0011 add 1.
Convert this binary to decimal ,it's multiplying powers of 2 from right most end with the binary bit value.
2^0*1+2^1*1+2^2*0+2^3*0+2^4*1=1+2+16=19
