Include all O's and all 1's in your allocation.

it becomes 128.16.0.0/20

Step 1: Sort the requirements of IPs in descending order (Highest to Lowest).

Organization D 4000

Organization A 4000

Organization C 2000

Organization B 1000

Step 2:Make a list of Subnets possible.

255.255.254.0/23

Step 3:

Allocate the highest range of IPs to the highest requirement. So assign 4000 IPs to organization D with network address 128.16.0.0/20

Then allocate 2000 IPs to org A(128.16.16.0/21) and Org C(128.16.24.0/21)

and last assign 1000 IPs to org B(128.16.32.0/22).
