Answer is as follows :
According to me decision rule set A is best model. Because it cover all the aspects of given data with Refund, M.status and income.
let us suppose the rule set B is best but what about the maritial status of any person. because it is also a aspect to find the cheat i.e. yes or no.
So we can say that decision rule set A is best to obtain the solution.
