While Developing registration system, a top down technique would be better as those high level layers and abstraction levels are first developed then smaller details are taken care of at later stages.

2. Answer

In using OOP methods, its best advisable to use the SDLC method which outlines the procedure to be followed. Ie planning, preliminary analysis, system analysis, system design .....upto system maintenance.
