I would advice the CEO that we can start SMALL and end up BIG.
Initially we need to put the process and systems in place. Once proper project management standards are established we can expect certain quality deliverables. In this manner our delivery would improve to our customers and we would keep geting more projects. If fundamentals are strong we can always scale up.
Once we have a strong lineup of customers we can set up our own office. So our first priority should be to ensure all required processes are in place.
