Suppose YOU are the admin of a specific chat room you have created and you believed that freedom of thought and expression is prized. Therefore, you took a decision to expel (kick-off) those user(s) who insult(s) a person or a group of people based on their race, religion, or sexual orientation.

The Answer for your question is given below clearly step by step below:
1. According to your given scenarion I am the group admin of a particular chat room in which lots of people are available in that group and yes I believed that freedom of thought and expression is prized. Therefore, I as a group admin took a decision to expel (kick-off) those users who insults a person or a group of people based on their race, religion.
2. So firstly i will give you an idea about the Act Utilitarian Principle which is nothing but it is a utilitarian theory of ethics which states that a person's act is morally right if and only if it produces the best possible results in that specific situation.
3. So based on the Act Utilitarian Principle i have identified the positive and negative consequences using the concepts from Act Utilitarian Principle so the positive things i have identified is that everyone should help other people and make them happy for example instead of hating others and blaming others and wasting money on birthdays we can go to some orphanages and spend sometime with those people and also distribute some books and pens for them which is a positive thing i have identified from the Act Utilitarian Principle.
4. And the negative consequences using the concepts from Act Utilitarian Principle is that act utilitarianism seems to imply that specific acts of torture or enslavement would be morally permissible if they produced enough happiness.
5. so coming back to our scenario as a group admin I think that the admin action is not wrong to expel someone for hate speechBased based on Act Utilitarian Principle and I have explained about the Act Utilitarian Principle in the above point.
6. so According to the Act Utilitarian Principle the people who insults a person or a group of people based on their race, religion are punishable and we should take action on them legally.
7. So the conclusion is that as a group admin he should play his responsibilities better by priorly intimating the users in the group that no to insults a person or a group of people based on their race and religion and which leads to sever action on them and also educate the group users to do good and be good with everyone and also educate them to do social service as well.
