A. Discussion 1
I believe if the justice system was able to identify chronic offenders at a very young age, there would be special programs put in place to help these children move towards a different path rather than let them become criminals, hence lowering the crime rate in cities around our country. A couple of policies that could help reduce crime could be: a curfew, help ex-cons in finding housing and finding a stable job to help support themselves and while living in housing, have them pay a bit for rent, light, and water to help become more responsible. Depending on what the cons were arrested for, put them in volunteer groups like with animals to soften them up and show them how to care for something other than themselves. I feel the concerns that deal with these policies, especially with the housing, would be looking into what house would be the right house to place them in without causing any problems with other cons. There's ex-cons that get released from prison and actually want to change and better themselves whereas others tend to not care and ends up back in jail. Theres also convicted drug users/sellers. Those would have to be place in like super special housing, kinda like rehab until they've sobered up and found something else to focus on rather than drugs. But what policies won't come with concerns?
B. Discussion 2
There are different factors in which the justice system can identify chronic teenagers offenders, but they cannot identify which particular teen will become a chronic offender. Most of the chronic offender is focused on the behavior such as antisocial, aggressive, lying, or shoplifting behavior. If the justice system is able to identify them, the crime rate could be reduced and can prevent the young to go to prison. Furthermore, some of the policies that could be enacted to reduce the crime for offenders at a young age are the Behavioral program. This will help any child to comprehend the situations based on ethic mental behavior as well as to learn how to perform themselves in case of a violent scenario. Finally, the concerns that could be raised by this policy could help the teenager to behave preventing them to be a criminal.

(Answer) Response to discussion A – I agree. It is essential to understand that delinquency is a mostly a matter of poor economic conditions. Parents cannot afford college, children might drop out, job prospects don’t seem good enough and the cycle continues. Furthermore, the poor concentration of taxes in the public education system has led to complacency. Children don’t seem as interested in school since they won’t afford college anyway and getting a job without a college degree is tough. There is a sense of dejection early in life and it reflects in their future prospects. If “prevention is better than cure” were applied to this situation, there would be several viable solutions. Firstly, a better quality education, cheaper community and vocational colleges along with openness to hiring graduates from smaller colleges would greatly improve the condition of many neighbourhoods.
Response to discussion B – I agree. If a child exhibits aggressive behaviour or a temperament that is inclined to a future life of hostility, there should be rehabilitation. Counselling sessions, behavioural studies and simply directing the child to explore their talents and prospects would change things a great deal. Getting a child to be interested in academia, their talents and eventually their profession won’t be too challenging if they are nurtured based on their emotional needs. If this policy is enforced after adequate community discussions and approval from local authorities, there are also fewer chances of concerns and opposition.
