a) Since p-value for the test is 0.051 which is greater than significance level of 0.05, hence we have sufficient evidence in the favor of the claim that new drug A is effective in reducing systolic blood pressure.
b) In this situation there is a chance of Type I error, In statistical hypothesis testing, a type I error is the incorrect rejection of a true null hypothesis, which means that we have incorrectly rejected the hypothesis that drug A is same effecive as drug B.
