It is given that Alaska is an low outlier so it must be minimum value of the distribution. So required value is 7.8%.

(b)

If we ignore Alaks then stem and leaf will be from stem 9 to stem 17.

The ned stem and leaf is almots symmetric. There is no outlier.

The center should be between 13% to 14%. Spread of the distribution is from 9.0% to 17.4%.
