40% of the students are taking only one course and the frequency is 16. That means 16 consitutes of 40% of the students. Hence,

Total number of students = 16/0.4 = 40

Therefore,

Percent of students take exactly two courses = 20/40 = 0.5 = 50%

Percent of students take one or two coures = 50% + 40% = 90%
