The basic diference between observational studies and experimental design is that:

the data from a observational study is already produced/available and the researcher cannot manipulate it, he/she just has to collect it in the right way by observing, thus observational studies.

whereas, experimental designes are specifically designed by the researcher , to get the data, and by manipulating the xperiment, the data can also be manipulated.

a). Observational study.

As we see, we cannot manipulate the unemployment rate in any way. The researcher just collects the data for his/her purpose. So, this is an observational study

b).experimental design.

By changing the incentive program , the manager can manipulate the outcomes, besides it is clear that the manager himself creates this experiment. so this is and expermental design.

Changing number of ads can result in different data. So experimental design
