10. Here "college students" is the population, and 50000 studensts chosen randomly for the poll is the sample. and yes, this sample is very likely to represent the population.

11. This particular sapling plan is called 'systemetic sampling' . Here you are gonna select every 10th person cming out of the library. and you have to select 200 peeople.

So, we need 200*10 = 2000 people at least coming out of the library.

So it is very clear that if the library is very large enough that you would get 2000 people coming out of the library within your time, then this plan is ok, otherwise you have to think of something else.
