The witness was not telling the truth because;

total would be 15+16-5 = 26 total cars so A is wrong.

If the convertibles would have to be 10 instead of 15 then it would be = 10+16-5 = 21.

So option B could be correct.

It is said that the actual number of convertibles with out-of-state plates would have to be 15

So the result would be = 15+16-15

                                 = 16 which is not correct as he searched for 21 cars

So option C is wrong.

given the actual number of cars he searched was 26

which is true as

= 15+16-5

= 26

so option D could be correct.
