Explanation / Answer

Flame retardants is used for fire safety, it is mixed to consumer and industrial products to meet flammability, standard for textiles and electronics. One technical bulletin was implemented in California which wanted materials like polyurethane foam to fill furnitures to withstand a small open flame like candle for 12second. This bulletin needed fabric covering furniture to remove the foam flammability standard.

If flame retardants are not used then toxic properties will not found in any environmental compartments and organisms like humans. If halogen free flame retardants will be revealed it would not be harmful because it produces less smoke and toxic fire emission with the exception of Aryl phosphate RDP and BDP in polymers.
