Why do you think this is happening and what steps would you suggest she takes to address this issue?

Since the volunteering is short term program and definitely the director is going to lose the expertise, once they will leave the prroject

As a solution, the Country director shoul motivate the peronnel to stick with the same organization by using the following measures-

1. Give them opportunity of service for permanent time.

2. Offer the incentive so that they will be ready to stay back in the same organization.

3. For those employees, whose five year term is about to finish, as a Directorr, she can renew the term for another five year or so.
