A firm's value is maximised when the WACC is the minimum. The current WACC of the firm is 11.5%, as it is wholly financed by equity. If debt is added up to 30% (the optimal debt proportion, where there is no fear of bankruptcy costs), the WACC would become 11.5*0.7 + 7*.6*.3 = 9.31%.

Project cash flows are discounted using the WACC. Hence, when debt is used the WACC is lower and the PV of the project would higher than when it is financed with equity costing 11.5%.
