First of all patient is female and she is getting prepared for radical mastectomy.
James is new hired staff and not so experienced in dealing with surgical patients.
As patient is female , is better to allocate female nurse so that the patient feels better and privacy maintained.
As surgical patient she has to get prepared for surgery like part preparation , betadine washing etc. so if the male nurse is allocated patient will feel discomfort so better to allocate female nurse.
As charge nurse available to take care other patients so better to allocate for the female nurse who is experienced so that its facilitate the patients progresion to surgery.
