1. To conduct electricity there must be free electrons. A carbon atom has 4 valence electrons. When it comes to the case of diamond all these 4 valence electrons participate in chemical bonding. So here there are no free electrons to conduct electricity. Now when it comes to the case of graphite only 3 electrons participate in the chemical bonding. So there is one free valence electron. This electron work as charge carrier and because of these electrons graphite acts as conductor
