Part 1)
The speed is the same. It will have the same magnitude from its initial throw up to its final location downward.
The velocity is different due to direction, but the speed is unchanged.
Part 2)
The instantaneous velocity is greater. The average is lower due to the fact that for 10 minutes it had zero velocity while waiting to take off. That zero portion lowers to overall average velocity. The instantaneous is what it is doing right now, and it says its at top speed. Top speed will be higher than an average that includes zero speed for 10 minutes.
