Growth hormone works to stimulate growth in large part due to its effect in producing IGF-1. Hence for getting a maximum effect on treatment for a child if he/she is not growing normally, it is better to treat the child with GH instead of IGF-1. When treated with GH, a deficient child will begin to grow faster.
