Part 1 ) -

The postive right to freedom of speech states that "a person has a full right to say anything irrespective of using a hurting, taunting, or abusing speech".i.e. one can say anything on any topic but in a manner which affects and depicts positivity.

The negative right to freedom of speech states that "a person has every right to say anything on anything, but it matters that the speech of the person may cause some hurting or problem to others". i.e. if ones speech depicts negativity.

Part 2 ) -

Yes as well as No, public shaming is sometimes appropriate and sometimes unappropriate, depending on the incident and situation and many other factors.

Sometimes it is beneficial if it a scandal of some corrupt politician or government official, by this each and every person will know the truth and will be helped as proof in the investigation.

Part 3 ) -

Deontologist theory works better. Because, deontologist theory is the ethical position that judges the morality of an action based on rules whereas consequentialist theory is the basis for any judgment about the rightness or wrongness of that conduct happened.

In above case, there is a specific rule in that country that people drive on the right side so the person driving on the left will be breaking the rule, so Deontologist theory is appropriate.
