1) yes there is a net force on green block...these are....the centripetal force given by mw^r and is towards the centre and tangential force given by mra where a is angular acceleration...

2)if a is the angular acceleration and I (=mr^2) is the moment of inertia of red block then net torque on it is given by T=Ia...so torque is present...

3)yes there is net torque on disc....its moment of inertia is I(=1/2MR^2)....so torque on disc is Ia.....

4)moment of inertia of disc=1/2MR^2=0.006
