In the figure 2 , there is a band at 12,275-bp for the BamHI cleaved lambda DNA and a 24,756-bp band for the EcoRI cleaved lambda DNA even though those fragments do not appear on the lambda DNA restriction map in Figure 1. Explain why this is the case.

This is because the lambda DNA is circular. And the restriction map is showing circular DNA.
Note the two extremes of BamH1 DNA have the cuts: (5505+6770)= 12275bp
Similarly the two extreme ends of EcoR1 linear DNA have the bands: (21226+3530)= 24756bp
Bands of cut circular DNA have been shown in figure 2.
