This is due to the decrease in kinetic energy and velocity that follows temperature decreses. As in low temperature the kinetic energy of the molecules is low, the collision between enzyme and substrate is also low. With low velocity there will be more time between collision which causes less molecules to reach activation energy which decreses rate of reaction.
