(a) Five general considerations are:---
> Increasing the efficiency of the steam engine so that more power will be developed without increasing the weight of the engine.
> Increasing the efficiency of the boiler, so that more steam at high pressure will be generated using same amount of coal.
> Decreasing the overall weight of the engine and structure without affecting the critical strength.
> Enhancing the design of gear box of the engine so that the overall RPM of the output shaft will increase at the same torque and so ultimately increasing the speed of the automobile.
> Decreasing the drag force on the automobile by making the design more aerodynamic and thus increasing the speed of the automobile.
(b) 3 factors involved for optimal solution:-
> Speed can be improved by decreasing the width of the tyres used in the automobile. Decreasing width will reduce frictional resistance and thereby improve speed. But reducing width too much will decrease the braking ability of the vehicle. So an optimal design of tyre width is to be considered for better braking and better speed.
> Lightweighting the engine will increase speed, but too much of it can decrease the structural strength & stability of the automobile. So an optimal design or a trade-off is to be considered for better structural stability & lightweighting.
> Enhancing the gearbox design involves adding an overdrive gear so that the speed of the automobile will increase, but it involves addition of the extra weight of the overdrive gear to the overall weight of the automobile. So an optimal design is to be considered by considering alternate materials for the gears so that the weight does not increase considerably.
