Sea urchins graze the kelp forest of the ocean bed. The sea otters keep a check on these urchin population thereby saving the kelp. Kelp are fed upon by fishes which are inturn eaten by sea gulls. Kelp contribute largely towards reducing atmospheric carbon dioxide.
Thus, presence of otters would increase the fish populations and consequently the sea gull population and at the same time help to reduce CO2 levels. Vice versa holds true in case of their absence.
To prove your hypothesis you need to select a geographic area and do a population study. For CO2 levels you could test for the acidity of water ( as dissolved CO2 forms carbonic acid.)
