yes there will be the current in second loop because when ever the switch is on in first loop then it generates magnetic field and the second loop is in the magnetic field of 1st coil so there is an induced emf in 2nd coil and generates current. to oppose the original cause the in 2nd loop current flows in counter clock wise.
only at the time of on and off the switch current flow will be in 2nd coil. because when steady currents flows uniform magnetic fields generates and the flux cut by 2nd coil does not varie so induced emf is zero. only at on and off states magnetic flux cut by 2nd coil varies at that time only current generates.
