   a)The west end of the rod is at higher potential than the eastend.    When the rod moves with velocity v, amagnetic field B, its free electrons experience a force givenby    F   =   B* e * v * sin    Now the direction of this force is governedby left hand rule ( stretch right hand such that fingersand thumb are perpendicular to each other then if thumb is indirection of motion of electrons, fingers are in direction ofmagnetic field, the normal to palm will point in the direction offorce experienced by electrons).    According to this rule electronswill accumulate at the eastern end of rod reducing thepotential at that end. Hence    (a) is correct answer.
