The outside air has a high velocity during a storm and that velocity is usually higher than that of the velocity inside the roof. Also from Bemoull's principle, the pressure inside the build-ing/house is higher than that of the outside air. Due to the pressure difference across the roof combined with the velocity of the air, this causes the roof to lift. The area inside tries to fill the void of the low pressure area outside the roof causing the roof to rise. Some variables that must be considered in these situations are wind force, surface area, and pressure drop. Also, the weight of the roof and how it's constructed also plays a huge factor because in order for the roof to lift, the wind force must be greater than that of the roof.Explanation / Answer
